An established hospital in Houston is seeking an experienced Manager of Emergency Department (ED) and Observation (OBS) Case Management to lead a high-performing team focused on patient care coordination, utilization management, discharge planning, and operational excellence.

Position Overview

The Manager of ED and Observation Case Management is responsible for overseeing daily case management operations within the Emergency Department and Observation units. This leader will direct utilization review, discharge planning, care coordination, and patient throughput initiatives while ensuring compliance with regulatory requirements and organizational standards.

Working closely with physicians, nursing leadership, social workers, and interdisciplinary teams, the manager will play a critical role in improving operational efficiency and ensuring patients receive the appropriate level of care throughout their hospital journey.

Key Responsibilities
Operational Leadership
Manage day-to-day operations of ED and Observation Case Management services
Lead utilization management and medical necessity review processes
Ensure effective discharge planning and care coordination
Monitor department productivity, quality metrics, and patient outcomes
Identify and implement process improvement opportunities
Team Leadership
Supervise, mentor, and develop case management staff
Foster a collaborative, patient-centered culture
Conduct performance evaluations and support professional development
Manage staffing and workflow to meet operational demands
Care Coordination & Patient Throughput
Collaborate with physicians, nursing teams, and ancillary departments
Support efficient patient movement through the continuum of care
Address barriers to discharge and facilitate timely transitions
Promote appropriate utilization of healthcare resources
Compliance & Quality
Ensure adherence to CMS, Joint Commission, and regulatory requirements
Maintain compliance with utilization review and case management standards
Support quality improvement initiatives and performance monitoring
Utilize data and reporting tools to drive decision-making
Qualifications
Required
Current Texas Registered Nurse (RN) license OR Licensed Master Social Worker (LMSW)
Case Manager Certification (CCM, ACM, or equivalent)
Minimum 5 years of experience in utilization management, case management, and discharge planning
Minimum 3 years of leadership experience
Minimum 3 years of hospital-based nursing or social work experience
Strong knowledge of acute-care case management operations
Preferred
Licensed Clinical Social Worker (LCSW)
Experience managing ED or Observation case management teams
Experience in large acute-care hospital environments
Strong performance improvement and patient throughput experience
Compensation & Benefits
Salary: $108,867 – $130,000 annually

Current Texas RN license OR Licensed Master Social Worker (LMSW)
LCSW preferred for social work candidates
Certification

5+ years of experience in:
Utilization Management

3+ years of leadership/management experience
3+ years of hospital-based experience in:

Setting
Acute-care hospital experience is strongly preferred.
Experience supporting ED, Observation, patient throughput, discharge planning, and utilization review is highly desirable.
